10 year review of regulating disability centres launched

In November, we published a 10 year overview report on the regulation of residential disability services for over 9,000 people with disabilities.

The report set out the impact of regulation over that time frame, detailing our findings and learnings in the key areas of governance and management, a human rights-based approach to care, restrictive practices, safeguarding and protection, and general welfare and development, as well as reflecting on current and future challenges for the sector.

New adult safeguarding regulatory inspection programme launched

We have commenced a regulatory programme of inspections focusing on adult safeguarding in nursing homes and centres for people with disabilities.

Speaking about the new programme, our Chief Inspector of Social Services Carol Grogan, said: “Safeguarding relies on people and services working together to ensure that people using services are treated with dignity and respect and that they are empowered to make decisions about their own lives.”

Highlighting the voices of residents in disability services

Listening to the voice of residents living in services for people with disabilities is particularly important so that we can amplify what matters to them in terms of their lived experience both in residential and community based settings. This was highlighted in June with the publication of our Residents Forums Reports 2022 – 2023 and when a group of residents took some time to come and visit our office.

HIQA attends Joint Committee on Disability Matters

On 8 November, our Chief Inspector, Carol Grogan, and Deputy Chief Inspector with responsibility for services for people with disabilities, Finbarr Colfer, attended the Oireachtas to discuss rights-based care for children with disabilities.
